What's The Safest Place To Buy Anime DVDs And Downloads?

I'm looking for a membership site where for a one-time cost I can access all (or most) of the latest japanese anime videos. I feel this is a better option than buying every time something new pops into the anime movie, music or even ringtone scene. Open to all ideas.
