To say who'd be a good vice president, all you need to look at is who's qualified to be president. Other than casting the tie-breaking vote in the Senate, that is a vp's only responsibility.
On the other hand, the vp is part of the president's administration. If there's one thing we should learn from Rudy Giuliani's tenure as mayor, it is that his administrations are filled not necessarily with the best people for the job, but with people who agree with Giuliani. I don't believe there is a Republican running for any public office in the United States who agrees with each of Giuliani's positions.
